Whipple Room Facility Policies
The Board and Staff of the East Syracuse Free Library welcomes and encourages the use of the facilities by community organizations within such limits as may be set by the regulations.
Administrative regulations shall be established for the use of library property by community organizations which will allow for the maximum protection and safety of the property, equipment and users.
The Board of the Easy Syracuse Free Library reserves the right to restrict any group requesting the use of library property, when it can be shown that the group has not, in the past, conformed to the rules.
A. Availability –
1) The room is open to groups of a civic, cultural, social or similar nature consistent with use of a publicly supported building.
2) Meeting room may not be used for private social functions such as birthday parties, showers,etc. or for fund raisers.
3) Programs sponsored by the library will have priority.
4) Preference will be given to groups concerned with the local community and to the sequence of request.
5) Those wishing to use the room should contact the library by telephone.
6) Requests must be followed by submitting a completed East Syracuse Free Library Application Form for Use of Whipple Room.
7) Use of the room will be during normal hours unless other arrangements are made two weeks in advance with the Director.
a) After normal hours, two members of the library staff will be on duty. Therefore a fee of $35.00 per hour will be charged.
b) All meetings must be concluded no later than 10PM
c) Meetings must not be scheduled to begin until opening hours (10:00AM or the latest 6:45 PM) and must end 15 minutes prior to library closing hours to ensure sufficient time to vacate the building unless arrangements are made two weeks in advance.
8) In the event of library closing due to inclement weather or other emergency reasons, all activities will be cancelled.

Whipple Room Procedures
Conditions of Use for Whipple Room:
It shall be the responsibility of the person in charge of the group:
1)To inform members that no smoking is permitted and no open flames or candles are allowed.
2) To locate all fire exits.
3) To permit only members of the group to participate in scheduled activities.
4) To inform members that no alcoholic beverages are allowed.
5) If light refreshments are served, all equipment and articles must be returned to the proper place and ensure that all facilities are left clean and orderly.
6) To notify the library as early as possible if a meeting has been cancelled or postponed.
7) To inform members that the meetings should be conducted so as not to disturb normal library users. In addition, the person in charge should inform group members of the following regulations when applicable:
1) The library does not assume responsibility for the security of any items brought into the meeting room.
2) Any group comprised of minors must have adequate adult supervision while using the facilities.
3) To start and end the activity on time.
East Syracuse Free Library hours are:
Monday– Thursday 10:00 AM - 8:00 PM
Friday 10:00 AM - 6:00 PM
Saturday 10:00 AM - 2:00 PM
4) To return all equipment and articles to their proper place and ensure that all facilities are left in a clean and orderly.
5) The organization will be held financially responsible for any damage that results from careless or neglectful use of property or equipment. The Library may charge the group or organization if extraordinary
housekeeping or maintenance is necessary.
6) Library property cannot, according to State Education Law, be used for profit-making purposes except
by service organizations such as the American Legion or Volunteer Fire Department.
7) The facilities and room will not be allowed for any use which is illegal or inconsistent with Library Board
policy.
8) Violation of any portion of this policy may be considered cause for denial of further use by the sponsor
or of the organization.
